WASHINGTON (Reuters) - The Bush administration will ask Congress next week for $70 billion to fund the wars in Iraq and Afghanistan and other related operations for part of the 2009 fiscal year, the Pentagon said on Monday.

I'm not sure what is legally allowed, but if he asks for $70 billion for the 2009 fiscal year, does the president who wins in november have the power to over-turn any ruling from the senate?

The reason I ask is that this is not going to help the economy, and I wonder if some candidates believe that it's not a good idea (which in turn could lead to them turning it over)
